Definition of Scientific and Technological Service Industry
(Industry Codes: 73 / 74 / 75 – Scientific Research and Technical Services)
Covers entities engaged in hard-tech services including research and experimental development, inspection, testing and certification, technology transfer and commercialization, industrial design, engineering technical services, science and innovation consulting, laboratory pilot platforms, intellectual property services, biomedical CRO/CMO, hydrogen energy and medical equipment technical services.
Revenue Standard for Enterprises to Be Included in Above-Scale Statistics
The threshold for above-scale enterprises in scientific research and technical services: annual operating revenue of no less than RMB 10 million. Enterprises meeting this threshold are obligated to complete filing and be included in the municipal database of above-scale service enterprises.
·Newly registered / newly launched tech enterprises: Accept filing applications on a monthly basis
·Established existing enterprises: Centralized filing window from October each year to early January of the following year
Simultaneous Statistical Filing for Fixed Asset Investment Projects
(Laboratory & R&D Center Construction)
Projects including R&D platform construction, pilot base development, laboratory renovation and purchase of scientific research equipment with a total investment of over RMB 5 million shall complete investment statistical filing simultaneously and be incorporated into the scientific and technological service industry investment database. Eligible projects may apply for special municipal reserve project support.

·One-time district-level reward of RMB 100,000 for first-time inclusion in above-scale statistics (unified policy across Haidian, Changping, Yizhuang, Huairou and all other districts). An additional RMB 100,000 annual reward for three consecutive years of positive revenue growth.
·Tiered revenue growth subsidies: RMB 200,000 / RMB 300,000 / RMB 500,000 grants for enterprises with annual revenue exceeding RMB 20 million / RMB 50 million / RMB 100 million and over 10% revenue growth for two consecutive years respectively.
Qualifications & Preferential Policies for Municipal Special Science and Technology Project Applications
·Mandatory Eligibility Thresholds: Programs including the Beijing Special Program for Cultivating SMEs in Scientific and Technological Services and Zhongguancun Industrial Support Funds for Scientific and Technological Services are only open to enterprises registered in the above-scale statistical database; unfiled enterprises are ineligible to apply.
·Review Preference: All enterprises may apply for high-tech enterprise recognition, Specialized, Refined, Unique and Innovative enterprise certification, R&D subsidies and commercialization projects. Statistically registered enterprises receive extra review points and priority approval with higher funding quotas.
·Supporting Preferential Treatment: Tiered supply of rental subsidies, talent apartments and talent introduction policies across all Zhongguancun sub-parks. Above-scale registered tech enterprises enjoy priority allocation and higher subsidy standards.

·Smoother government-enterprise communication: Listed in district-level key enterprise service ledgers with dedicated service officers assigned. Enterprises gain basic eligibility for policy subsidies, technical transformation and talent project applications, priority access to government-enterprise forums and state-owned enterprise matching events, direct communication with industrial authorities and fast-track approval services.
·Priority access to industrial resources: Preferential matching with government industrial funds and discounted loans; eligibility for science and innovation vouchers; priority access to park workshops and industrial land quotas; inclusion in official industrial chain databases to connect with government procurement and urban demonstration project orders.
·Tiered enterprise incubation: Serves as a pre-requisite for recognition as Specialized, Refined, Unique and Innovative enterprises, regional headquarters and listed reserve firms.
