The Special Event of the WIPO GREEN Acceleration Project took place in Beijing on May 12, 2026. The forum brought together policymakers, IP specialists, industry leaders and green tech innovators for the official launch of the Progress Review of the Beijing Pilot of the WIPO GREEN Acceleration Projects. The event ran in parallel with the closing ceremony of the 2nd China Greentech IP Management Clinic (IPMC), highlighting the growing importance of IP-enabled collaboration in scaling up green technology deployment at the municipal level.
The newly published report titled Accelerating Green Technology Deployments in Beijing – Progress Review of the Beijing Pilot in WIPO GREEN Acceleration Projects documents four years of on-the-ground practice from China’s first WIPO GREEN city-level acceleration pilot. Kicked off in 2021, the Beijing Pilot was co-delivered by the Bluetech Clean Air Alliance (BCAA) and WIPO GREEN, supported by the WIPO Office in China and the Beijing Municipal Administration of Intellectual Property Rights. As China’s capital and a core national innovation hub, Beijing strategically pioneered a city-scale pilot model that deeply integrates technology transfer and intellectual property frameworks.
The Beijing Pilot focuses on advancing technologies past the invention phase to scenario matching, demonstration application and large-scale rollout, accumulating replicable experience for other cities in China and globally.
Addressing Urban Sustainability Challenges
A core pillar of the pilot was a systematic assessment of Beijing’s green development bottlenecks, conducted through expert consultations, multi-stakeholder engagement and data analysis.
The evaluation identified three high-priority sectors in urgent need of technological solutions:
·Carbon dioxide emission reduction, especially within industrial, transportation and power consumption sectors;
·Air quality improvement, tackling persistent pollution from PM2.5 fine particulate m atter, nitrogen dioxide and ozone;
·Municipal solid waste management, aligned with ambitious zero- landfill and resource recovery targets.
These identified challenges laid the foundation for technology scouting, matchmaking sessions and deployment initiatives under the WIPO GREEN acceleration framework.
From Matchmaking to On-Site Deployment
Between 2021 and mid-2025, the Beijing Pilot hosted multiple rounds of technology demand assessments and matchmaking activities. According to the progress report, the project facilitated 12 formal cooperation matches between technology suppliers and local demand holders, delivering three fully implemented real-world solutions.
The deployed technologies include:
·An intelligent energy management charging system for electric vehicles in residential buildings;
·A decentralized food waste treatment system for commercial kitchens;
·Carbon emission and footprint monitoring platforms for green logistics and supply chains.
These real-world deployments prove that coordinated matchmaking and multi-stakeholder participation can lower barriers to technology adoption and deliver verifiable environmental benefits at city scale.
Building Credibility and Boosting IP Readiness
To enable effective technology matching, the Beijing Pilot incorporated the Bluetech Carbon Neutrality Pioneers Award as a standardized mechanism to verify technology credibility and screen candidate innovations. The award evaluates green technologies across six dimensions: innovation capacity, IP competitiveness, carbon reduction benefits, growth potential and founding team strategy. From 2022 to 2025, over 400 technologies submitted applications. Award-winning technologies directly fed into matchmaking and on-site deployment projects and were featured in the official WIPO Green Technology Book.
In tandem with the award program, the China Greentech IP Management Clinic (IPMC) provided systematic IP strategy training and one-on-one mentoring for 50 selected green tech enterprises between 2024 and 2026. The program delivered customized IP strategic roadmaps and yielded early tangible results, including new patent filings, formalized trade secret protection systems and pre-market preparation for global expansion.
A Replicable Global Urban Model
As emphasized at the Beijing Special Event, the progress report positions the Beijing Pilot as a transferable benchmark model for cities aiming to accelerate green technology rollout via IP-powered cross-industry collaboration. Its practical experience has already informed the expansion of the WIPO GREEN City Acceleration Project to other Chinese cities, including Shanghai.
