Driven by the global carbon neutrality movement and China’s Dual Carbon Goals, China’s green technology industry has achieved rapid growth and entered a critical phase shifting from "technological catch-up" to "value-driven leadership". On May 12, 2026, the closing ceremony of the 2nd China Greentech IP Management Clinic (IPMC) was successfully held. The camp was hosted by the World Intellectual Property Organization (WIPO), supported by the Beijing Municipal Administration of Intellectual Property Rights, and implemented by the Bluetech Clean Air Alliance (BCAA).

Director of the WIPO Division for Intellectual Property and Innovation Ecosystems "Over two consecutive IPMC cohorts, more than 50 Chinese greentech enterprises have participated. IPMC delivers customized guidance to every participant, supporting them to leverage intellectual property assets for commercialization and scale-up." The 25 enterprises from the first cohort achieved remarkable progress after joining the camp:
·Over 560 new patent applications filed; more than 40% of enterprises initiated PCT applications or overseas patent layouts targeting markets including the US, Japan and Europe;
·80% of enterprises strengthened internal management mechanisms for trade secret protection;
·Over 90% proactively upgraded their internal IP management systems;
·Around 70% filed new trademark applications including Madrid international registrations;
·More than 60% integrated global IP strategies into their core business plans, laying solid IP foundations for future overseas expansion.
The phased outcomes of the 2nd IPMC are equally outstanding:
·100% participant satisfaction rate;
·Steady progress in international patent layout, with nearly half of enterprises launching or planning overseas patent filings;
·Full coverage of upgraded IP management systems across all 25 participating enterprises.

China has secured a world-leading position in green technological innovation. From 2016 to 2024, the total number of published global green and low-carbon patent applications exceeded 1.5 million, among which Chinese applications accounted for 45%. Despite this numerical advantage, industries such as photovoltaics and power batteries face severe homogeneous competition. The core challenge undermining the sustainable competitiveness of China’s green tech sector lies in its large scale yet weak core high-value intellectual property assets. The China Greentech IP Management Clinic is designed to take intellectual property as a core tool to build differentiated competitive and brand advantages. It helps China’s green technology shift from "quantitative leadership" to "quality leadership", build sustainable edges in global competition, export Chinese innovations, and support global climate action and sustainable development.
The 2nd IPMC consists of four core modules: centralized training, on-site benchmark enterprise visits, one-on-one mentoring and remote self-learning. Its defining feature is a team of top domestic and international IP experts providing 4–5 months of individual mentoring to tailor a global IP strategic roadmap for each enterprise. The camp receives funding and international expert support from WIPO, with BCAA responsible for overall design and execution. Elite benchmark enterprises from China’s segmented green tech sectors are selected to participate free of charge. Senior officials from WIPO Headquarters and the WIPO Office in China attended both the opening and graduation ceremonies as honored guests.

Guangkui PAN, Chairman of Beijing Warmland Energy Saving Technology Co., Ltd., stated: "The IP strategy expertise provided by the camp is the urgently needed professional guidance rarely available on the market, helping us fill core gaps for global expansion." Jiantao XU, Co-founder of Beijing IntelliUnity Technology Co., Ltd., shared that systematic IP empowerment clarified the company’s brand internationalization layout and greatly boosted confidence to compete in overseas markets. Zhao LUO, Co-founder of Leaf Bio Technology Co., Ltd., added: "One-on-one mentoring clarified our priority overseas patent jurisdictions and risk avoidance strategies, removing barriers for our product exports."
All 25 enterprises in the 2nd cohort are leading hard-tech firms, unicorns or high-growth players in carbon neutrality tracks including energy storage, new energy, high-end equipment, industrial digital technology and green energy machinery. They boast domestically leading and internationally advanced technologies and promising market prospects, featuring strong technical barriers, robust innovation capacity and massive industrialization potential, alongside clear ambitions for global layout and overseas commercialization. Most participants entered the Bluetech Carbon Neutrality Pioneers Award, an initiative by the BCAA, which includes a dedicated evaluation criterion for IP competitiveness, enabling identification of outstanding green tech enterprises with strong innovation, IP awareness and international development plans.

The successful conclusion of the 2nd China Greentech IP Management Clinic not only demonstrates BCAA’s robust resource integration capabilities, but also marks a major practice of the UN platform empowering China’s green technology industry.
Moving forward, BCAA will further refine the IPMC model. It plans to launch the 3rd China Greentech IP Management Clinic in the second half of the year, continuously gathering outstanding greentech enterprises, investment institutions and industrial partners. It will further extend the full-chain service system covering IP foundation building and value mining for tech startups, as well as industrial ecosystem cultivation for local governments. With intellectual property as the link, the BCAA platform as the carrier and global resources as support, the camp will keep building a win-win industrial ecosystem for green technology. It will drive China’s green technology transformation from "technology export" to "value export", contributing Chinese strength to global carbon neutrality and sustainable development.

Participants visited the BOE Technology Innovation Center for a dedicated field study. Jing SU, Director of BOE’s Technology & IP Management Center, shared BOE’s advanced experience in technological innovation, patent portfolio layout and IP commercialization, and held in-depth exchanges with enterprise representatives on "Practical Implementation of IP Strategies for Green Tech Enterprises". The delegation also toured BOE’s Green Technology Exhibition Hall to witness tangible outcomes of integrated green technology and IP development.

四．Customized One-on-One IP Mentoring
Domestic and international expert mentors delivered three rounds of tailored one-on-one IP strategy mentoring for the 25 participating enterprises throughout the program:
Round 1 (Nov 2025): Precise matching between mentors and enterprises, defining customized IP strategic targets and mentoring plans based on each company’s operational status.
Round 2 (Dec 2025): In-depth exploration of corporate development pain points and IP demands, delivery of personalized solutions and framework drafting for IP strategy reports.
Round 3 (Feb–Mar 2026): Joint refinement of draft IP strategy reports with enterprises, including achievement sorting and discussion, analysis of corporate IP status and pain points, formulation of actionable strategic recommendations, and joint optimization and finalization of full reports.

The 2nd China Greentech IPMC assembled 12 authoritative domestic and international IP experts providing five months of in-depth one-on-one mentoring for participants.
Annex 3: Comments from Stakeholders
Three major trends are reshaping green innovation: integration of digital and green technologies, accelerated industrialization of green tech, and intellectual property becoming a core competitive factor in the green sector. WIPO GREEN has achieved fruitful results over five years in China with a "five-city layout". Beijing, the world’s first pilot site, delivered remarkable outcomes: 31 urban green demands collected, over 140 technical solutions matched, 17 cooperation agreements signed and 4 projects fully deployed. The Beijing Pilot pioneered the IPMC model, with two consecutive cohorts completed to great success. It created an integrated "Technology + IP + Business" training framework, bringing together specialists from WIPO Headquarters and top law firms including King & Wood Mallesons, Liu Shen & Associates and Yinghe Law Firm. A total of 50 customized IP strategic roadmaps were produced, enabling enterprises to upgrade from "technology export" to "technology + IP dual export".
Beijing empowers green innovation via intellectual property by launching dedicated patent pre-examination services for energy conservation and environmental protection, accelerating the translation of green technologies from laboratories to real-world application, and delivering a Beijing-style solution for megacity low-carbon transition. SMEs are the main force of green innovation, and Beijing continues to support green tech startups through the China Greentech IPMC. This event serves as an all-in-one docking platform to facilitate efficient integration of technology, capital and industry. Three key priorities will be advanced in the future: strengthening IP cultivation for SMEs to boost global competitiveness; building international cooperation platforms to realize two-way exchange of green technologies and standards; refining the replicable WIPO GREEN Beijing Model for nationwide promotion. Beijing will deepen collaboration with WIPO, strengthen IP protection, and strive to build an international benchmark city for the green economy.
